KUALA LUMPUR, July 28, 2026 (The Capital Post) – The Ministry of Human Resources (KESUMA) has reaffirmed its commitment to strengthening professionalism in occupational safety and health (OSH) to ensure Malaysia develops a competent, ethical and highly skilled workforce capable of preventing workplace accidents and occupational diseases.
Deputy Human Resources Minister Datuk Khairul Firdaus Akbar Khan said this while responding to an oral question from Senator Datuk Seri Professor Dr. Noor Inayah Ya’akub in the Dewan Negara regarding the proposal to establish the Malaysian Occupational Safety and Health Professional Council.
He explained that the OSH profession is currently strengthened under the Occupational Safety and Health Act 1994 (Act 514), which includes the recognition of Competent Persons (CPs) registered with the Department of Occupational Safety and Health (DOSH).
According to the deputy minister, individuals performing specific OSH functions must meet prescribed qualification, training, experience and competency requirements and remain subject to continuous monitoring and enforcement by the department.

Khairul Firdaus added that the National Occupational Safety and Health Master Plan 2026–2030 (OSHMP30) places strong emphasis on enhancing the competency, professionalism and credibility of OSH practitioners across the country.
He noted that while the proposal to establish a dedicated professional council is being considered, it requires comprehensive evaluation to avoid overlapping responsibilities with existing regulatory bodies and the current competency framework under Act 514.
