TAWAU, 28 August 2026 (The Capital Post) – The Ministry of Works (KKR) has called for the implementation of the Pan Borneo Highway (LPB) Sabah project to be accelerated, with all critical issues resolved promptly to ensure decisions are made quickly and work progresses smoothly.
KKR Secretary-General YBhg. Dato’ Seri Azman bin Ibrahim said all parties involved must embrace the KKR Delivery Culture, which emphasises Sense of Urgency, Sense of Responsibility, Sense of Accountability as well as Follow Up and Follow Through.
He said this while chairing the 8th 2026 Sabah Pan Borneo Highway Project Implementation Steering Committee Meeting.
“We cannot merely identify issues; we must resolve them,” he said.
Among the critical issues highlighted were payments to contractors and utility relocation.
KKR stressed that complete claims should be processed promptly in accordance with contractual requirements to ensure cash flow and work momentum are not disrupted.
At the same time, utility-related issues should not be allowed to drag on and become causes of delays and repeated applications for extensions of time (EOT).
Implementing agencies, consultants, contractors and utility companies must work as one problem-solving team by setting clear actions, assigning issue owners and establishing deadlines, followed by continuous follow-up until the issues are resolved.
KKR also stressed that delays carry financial costs, including increased risks of Loss and Expenses (L&E) to the Government and reduced contractor productivity.

More importantly, delays would postpone the benefits of the project that are intended to be enjoyed by the people of Sabah.
As such, issues that can be resolved immediately should not be repeatedly brought up at subsequent meetings.
“Meetings must produce decisions, decisions must produce actions and actions must produce progress on site,” KKR said.
To date, physical progress stands at 88.47 per cent for Phase 1A, 22.46 per cent for Phase 1B and 33.89 per cent for Work Package WP09.
Of the 35 work packages under the project, four have been fully completed, while another nine are targeted for completion by the end of 2026.
KKR is now focused on maintaining implementation momentum through closer monitoring, faster cross-agency coordination and immediate intervention on issues that could affect the project’s critical path.
KKR said the Delivery Culture must be reflected in tangible project outcomes, noting that the Sabah Pan Borneo Highway is not merely about constructing roads but also about improving access, connecting communities, stimulating economic activity and enhancing the quality of life of Sabahans.
According to a post on the official Facebook page of the Ministry of Works Malaysia, the responsibility of delivering the Sabah Pan Borneo Highway must be carried out “on time, on cost, on quality and with integrity”, with every issue requiring action and every action requiring follow-up. – The Capital Post
