PETRA Reviews Irrigation and Drainage Laws

PUTRAJAYA, 2 October 2026 (The Capital Post) – The Ministry of Energy Transition and Water Transformation (PETRA) is reviewing two long-standing laws governing irrigation and drainage to assess their suitability for current needs and developments in water management.

The ministry held a meeting on 29 September at Menara PETRA to discuss the future application of the Irrigation Areas Act 1953 [Act 386] and the Drainage Works Act 1954 [Act 354].

The meeting examined whether both laws remain appropriate in light of present-day requirements and emerging developments in the management of Malaysia’s irrigation and drainage systems.

Discussions also covered the scope of the legislation, the roles of relevant authorities, implementation methods and potential areas for improvement.

PETRA said the review is intended to ensure the legal framework remains relevant, clear and capable of supporting effective implementation on the ground.

The ministry described the exercise as an initial step towards further action to strengthen the country’s legal framework for irrigation and drainage management.
