KUALA LUMPUR, 13 October 2026 (The Capital Post) – The Ministry of Works (KKR) has clarified that no application has been received from the Kedah State Government for the proposed construction of overtaking lanes along Federal Route FT136 between Serdang and Kulim.

Deputy Works Minister Datuk Seri Dr. Ahmad Maslan made the clarification in Parliament today in response to a question from Kulim Bandar Baharu Member of Parliament Roslan Hashim.

Roslan had raised concerns over the need for overtaking lanes along the route, as significant portions of the road are marked with double solid lines that restrict overtaking.

The route concerned is Federal Route FT136, covering the Kuala Ketil–Merbau Pulas–Lunas–Pekan Bandar Baharu road.

According to the ministry, traffic census data from 2025 recorded a Level of Service (LOS) A rating at traffic census station KR706, indicating that the road can still accommodate existing traffic volumes.

KKR also confirmed that the Kedah State Government had not submitted an application for the overtaking lane project under Rolling Plan 2 of the 13th Malaysia Plan (RP2 RMK13).

However, based on the state’s priority list, the ministry has submitted three other FT136-related proposals for consideration and approval by central agencies.

These include preliminary works for upgrading sections of the Pekan Bandar Baharu–Kuala Ketil road, covering design and land acquisition, as well as the replacement of Bridge FT136/037/12 and the conversion of an existing culvert into Bridge FT136/19/50.

Decisions on these proposals will be announced after KKR receives the final list of approved RP2 RMK13 projects from the Ministry of Economy.

For the proposed overtaking lanes, KKR advised that the application be submitted through the Kedah State Economic Planning Unit or the state Public Works Department for inclusion in a future Rolling Plan.

The ministry said it would review the proposal once submitted by the state government, taking into account project priorities, road safety, traffic conditions and road user convenience.

According to a post on the official Facebook page of Kementerian Kerja Raya Malaysia, the ministry remains committed to implementing road infrastructure improvements based on identified needs and proper development planning – The Capital Post
