KUALA LUMPUR, 3 September 2026 (The Capital Post) – The Ministry of Health (KKM) received the 2026 Public Sector Pandu Citra Inspiration Award in the Organisation category in recognition of its commitment to promoting the Pandu Citra approach among its workforce.
KKM Deputy Secretary-General (Management) YBrs. Puan Noor Afifah binti Abdul Razak received the award during the Pandu Citra Week 2026 opening ceremony at the National Institute of Public Administration (INTAN), Bukit Kiara, Kuala Lumpur.
The ceremony was officiated by Public Service Department Director-General YBhg. Tan Sri Dr. Wan Ahmad Dahlan bin Haji Abdul Aziz and carried the theme “Membudayakan Pandu Citra, Membentuk Kepimpinan Berwibawa”.
Pandu Citra is a personal development approach designed to help individuals identify their potential, clarify their goals and build confidence to take effective action. The approach also supports the development of a more reflective, resilient and self-confident workforce focused on continuous personal development.
During the ceremony, the Public Service Department Director-General also launched the Pandu Citra Competency Dictionary, a strategic initiative by INTAN to strengthen professionalism and the quality of Pandu Citra practices within the public service.

The 2026 Public Sector Pandu Citra Ambassador Award in the Individual category was presented to Dr. Mohammad Khairol Anwar bin Yusop of Hospital Putrajaya and YBrs. Associate Colonel (PA) Dr. Hj. Muhammad Shauqi bin Abdul Kadir of Hospital Tuanku Fauziah, Perlis, represented by YBrs. Dr. Vikneswara Soorianarayana.
The recognition reflects KKM’s efforts to strengthen human capital and leadership development towards a more competent, progressive and high-performing public service.
Also present were Public Service Deputy Director-General (Operations) YBhg. Dato’ Mohd Shaiful bin Ibrahim, Prime Minister’s Department Deputy Secretary-General (Senior) YBhg. Datuk Abd Shukor bin Mahmood and INTAN Director YBhg. Datuk Dr Mohd Zabri bin Yusuff.
