KUALA LUMPUR, 1 August 2026 (The Capital Post) – The Institute of Islamic Understanding Malaysia (IKIM) has welcomed the government’s decision to publish the full report of the Royal Commission of Inquiry (RCI) on the Pilgrims Fund Board (Tabung Haji), describing it as a significant step towards strengthening transparency, accountability and good governance.

In a statement, IKIM said the move reflects the government’s commitment to upholding the principles of openness and integrity while ensuring that the public, particularly Tabung Haji depositors, receive a comprehensive explanation regarding the management of one of Malaysia’s key Islamic institutions.

The institute noted that Tabung Haji is more than just a financial institution, having played a vital role for over six decades in helping Malaysian Muslims save systematically for the pilgrimage and managing haj operations efficiently. Its model of savings and pilgrimage management has also earned international recognition.

IKIM stressed that the RCI report should be viewed as an opportunity to learn from past shortcomings, identify areas for improvement and strengthen institutional reforms rather than being used as a platform for political polemics or premature judgment against any individual or party.

It said every finding and recommendation contained in the report should be examined carefully and objectively based on facts.

From an Islamic perspective, IKIM said the management of depositors’ funds is a trust that must be guided by the principles of hifz al-mal (protection of wealth), justice, transparency and integrity.

The institute also urged that the implementation of the RCI’s recommendations should prioritise the interests of depositors, ensure continued compliance with Shariah principles, strengthen prudent risk management and safeguard the long-term sustainability of Tabung Haji.

IKIM further called on all parties to allow the government and Tabung Haji the necessary space to implement reforms in an orderly manner so that the institution remains trusted and continues to serve as a source of national pride.
