MoF Warns Against Unauthorised Use of MyKad Information for BUDI MADANI Subsidy Claims

PUTRAJAYA, 29 May 2026 (The Capital Post) — The Ministry of Finance (MoF) has issued a stern warning following recent complaints involving the alleged unauthorised use of MyKad information for transactions under the BUDI MADANI RON95 subsidy programme (BUDI95).

According to the ministry, the use or possession of another individual’s MyKad without lawful authority is a serious offence under Regulation 25 of the National Registration Regulations 1990. Offenders may face a fine of up to RM20,000, imprisonment of up to three years, or both upon conviction.

MoF stressed that no party should use another person’s MyKad number or personal information without consent to obtain BUDI95 subsidy benefits.

The ministry has also instructed fuel retailers to tighten compliance with Standard Operating Procedures (SOPs) for MyKad verification in every BUDI95 transaction. It emphasised that manual transactions conducted without prior physical verification of the MyKad are strictly prohibited as they create opportunities for unauthorised transactions, subsidy abuse and integrity breaches.

In addition, fuel retailers have been directed to conduct further investigations into transactions found to have violated SOPs and take appropriate follow-up action against stations involved, while strengthening internal monitoring mechanisms to ensure continued compliance nationwide.

MoF said corrective measures have also been introduced, including retraining frontline staff, enhancing SOP visibility at payment counters and implementing suitable refund and compensation mechanisms for affected customers, subject to investigation outcomes.

Recipients of the BUDI95 subsidy are encouraged to regularly review their transaction records through the BUDI MADANI portal and lodge a police report immediately if any unauthorised transactions are detected.

Affected recipients may submit complaints to the BUDI MADANI Contact Centre (BMCC) within 30 days of the incident by providing a police report, a copy of their identification card and a list of disputed transactions.

The ministry reaffirmed that it will continue monitoring BUDI95 transaction patterns across all fuel stations and will not compromise on any breach of SOPs or misuse of targeted fuel subsidies.
