Two Singaporean Men Fined and Ordered to Do Community Service for Littering in Johor Bahru

JOHOR BAHRU 7 April 2026 (The Capital Post) – Two Singaporean professionals were each fined RM1,000 and given community service orders by the Sessions Court here on Tuesday after admitting to littering cigarette butts in a public area, court records showed.

Architect Lim Hu Shen and project manager Tan Boon Haw, both 38, pleaded guilty when the charges were read out in Mandarin before Judge Datuk Che Wan Zaidi Che Wan Ibrahim. They were also instructed to complete six hours of community service, at a rate of two hours per day, within six months.

The offence occurred in front of the main entrance of a shopping mall in Johor Bahru between 11 am and 11.11 am on Jan 3, when the pair allegedly disposed of solid waste, namely cigarette butts, in a public place rather than in designated bins.

Under Section 77A(1) of the Solid Waste and Public Cleansing Management Act 2007, the court may impose fines of up to RM2,000 and community service orders of up to 12 hours for littering offences. The judges warned that the fines carry a default one-month jail term if unpaid.

The rulings reflect stricter enforcement of Malaysia’s anti-littering laws, which aim to curb public pollution and promote environmental responsibility among residents and visitors alike. -The Capital Post
