PUTRAJAYA 6 May 2026 (The Capital Post)— The Ministry of Higher Education (MOHE) continues to strengthen Malaysia’s cooperation with member countries under South-South Cooperation through its active involvement in the Malaysian Technical Cooperation Programme (MTCP), which has been implemented since 1980.
Yesterday, MOHE welcomed a courtesy visit from delegates representing 12 African countries currently participating in the visitor programme titled “A Familiarisation of Malaysia’s Policies for Foreign Officers in Charge of Bilateral Relations with Malaysia” under the MTCP initiative organised by the Ministry of Foreign Affairs.
The session was chaired by Secretary of the International Relations Division of MOHE, Datin Noorazah Omar, representing the Deputy Secretary-General (Policy) of MOHE, Dato’ Dr. Haji Megat Sany Megat Ahmad Supian.
During the briefing and discussion session, MOHE expressed its appreciation to MTCP for selecting the ministry as one of the reference ministries for the programme.
MOHE also shared its policies and best practices in the governance of Public Higher Education Institutions (IPTA), including Public Universities, Polytechnics, and Community Colleges, with the international delegates.
Presentations regarding the ministry’s role in strengthening Malaysia’s higher education ecosystem were delivered by representatives from the Policy and Research Division of MOHE, the Department of Higher Education (JPT), the Department of Polytechnic and Community College Education (JPPKK), and the Higher Education Leadership Academy (AKEPT).

The briefing also highlighted the Malaysia Higher Education Plan (RPTM) 2026–2035, launched earlier this year as a transformative roadmap for the nation’s higher education sector in response to rapidly evolving global demands.
The RPTM 2026–2035 prioritises equitable access to quality education aligned with international standards, while promoting lifelong learning and self-directed learning pathways to meet diverse student needs.
Malaysia’s higher education institutions are also evolving beyond traditional roles in teaching and research by actively contributing to societal transformation, cross-disciplinary innovation, start-up development, and broader social, economic, and environmental impact.
Through a whole-of-nation approach involving all stakeholders, MOHE aims to transform Malaysia’s higher education ecosystem into a globally recognised hub of excellence. -The Capital Post
