PUTRAJAYA, 8 September 2026 (The Capital Post) – The Ministry of Human Resources (KESUMA) and the Malaysian Judiciary are strengthening cooperation to improve access to labour justice through alternative dispute resolution mechanisms.
The initiative was discussed at the Joint Task Force on Alternative Dispute Resolution Mechanisms for Industrial Relations Disputes (JTF-ADR) Meeting No. 2/2026 at the Palace of Justice on Monday (7 September).
The meeting was jointly chaired by KESUMA Deputy Secretary-General (Policy & International) YBrs. Dr. Mohd. Shaharin bin Umar and Court of Appeal Judge Yang Arif Dato’ Lim Chong Fong.
A key focus was the presentation of KESUMA’s Alternative Dispute Resolution (ADR) Mechanism Concept Paper.
The proposed mechanism is aimed at addressing the increasing number of cases referred by the Department of Industrial Relations Malaysia to the Industrial Court of Malaysia, while minimising the spillover of civil appeal cases.

The meeting also reached several policy agreements, including conducting a benchmarking study on international mediation practices.
Discussions also focused on reforming the industrial relations dispute resolution process under KESUMA to create a more effective mechanism for handling cases.
The meeting, coordinated by KESUMA’s Policy Division, brought together representatives from the ministry’s Legal Division and Development, Finance and Human Resources Division, as well as the Industrial Court of Malaysia, Department of Industrial Relations Malaysia, Gig Workers Tribunal and Department of Labour Peninsular Malaysia.
According to a post on the official Facebook page of the Ministry of Human Resources, the cooperation with the Malaysian Judiciary is aimed at strengthening a more progressive and equitable industrial relations ecosystem that takes into account the interests of all parties. – The Capital Post
