VLADIVOSTOK, Russian Federation, 13 August 2026 (The Capital Post) – Malaysia and Russia have begun the 5th Malaysia-Russia Joint Commission on Economic, Scientific, Technical and Cultural Cooperation (JC-ESTC) in Vladivostok, with discussions aimed at strengthening bilateral cooperation and translating agreements into concrete outcomes.
The meeting was opened with a closed-door session, followed by a plenary session, co-chaired by Malaysia’s Minister of Foreign Affairs, Dato’ Seri Utama Dr. Zambry Abd Kadir, and H.E. Valery Falkov, Minister of Science and Higher Education of the Russian Federation and Co-Chair of the JC-ESTC on behalf of Russia.
The meeting serves as an important platform for both countries to assess progress in existing areas of cooperation, address matters requiring follow-up action and explore new areas with potential for joint development.
Discussions cover a wide range of areas, including trade and investment, higher education, science and technology, research and innovation, energy, agriculture, talent development, as well as social and cultural cooperation.

Dato’ Seri Utama Dr. Zambry said the JC-ESTC should not merely serve as a platform for exchanging views and ideas, stressing that every agreement should be followed by actions, projects and measurable outcomes that benefit both countries.
“From dialogue to delivery” is the approach being pursued through the 5th JC-ESTC, with the meeting expected to provide fresh momentum to Malaysia-Russia relations and create greater opportunities for concrete, strategic and mutually beneficial cooperation.
