PUTRAJAYA, 23 August 2026 (The Capital Post) – Health Minister YB Datuk Seri Dr. Dzulkefly Ahmad has called for Budget 2027 to be used as an instrument to strengthen Malaysia’s healthcare system and deliver changes that can be directly felt by the people.
He made the remarks during the Ministry of Health (MOH) Budget 2027 Engagement Session held at the ministry’s headquarters here.
Themed “Menggapai Di Langit Mengakar Di Bumi”, the session served as a platform to gather views and proposals from the ministry and stakeholders ahead of the preparation of Budget 2027.
For Budget 2027, MOH is focusing on three main clusters covering eight areas of priority, namely empowering public healthcare services, strengthening national resilience, and social justice and development for all.
The ministry also stressed that allocations should be outcome- and impact-oriented rather than focused solely on the amount spent.
It said every proposal should clearly identify the problem to be addressed, the beneficiaries, the intended changes and the methods to measure its effectiveness.
Among the outcomes from previous priorities, MOH highlighted an additional RM10 million allocation in 2026 for the treatment of dermatological diseases using biologic medicines.
The allocation for Rare Diseases was also increased from RM25 million to RM42 million, resulting in an additional 106 new patients receiving treatment.

The Hospital Services Outsourcing Programme (HSOP) will also continue with an allocation of RM144 million, while its service scope has been expanded from 12 to 15 services.
In healthcare digitalisation, the implementation of Electronic Medical Records through the Cloud-Based Clinic Management System recorded a 150% increase in digitalisation and is being expanded in phases, in line with the “1 Individu, 1 Rekod” aspiration.
Overall, the engagement session focused on strengthening healthcare human resources and infrastructure, enhancing healthcare services and support for groups with specific needs, mental health and social welfare, inclusion, accessibility and healthcare system transformation.
MOH said its broader aspiration was to build a healthcare system that is stronger, resilient, responsive, digital and equitable, ensuring Malaysians in both urban and rural areas can have confidence in the national healthcare system when they need it.
