KKR Clarifies New Policy on Advertising Structures Along Federal Road Reserves

KUALA LUMPUR, 19 June 2026 (The Capital Post) – The Ministry of Works (KKR) today held an engagement session between its Secretary-General and District Engineers from the Public Works Department (JKR) nationwide to clarify the government’s latest policy on the management and approval of advertising structures within Federal Road reserves.

According to a post on its official Facebook page, Kementerian Kerja Raya Malaysia, the session also involved senior leadership and focused on explaining the Cabinet decision dated 28 November 2025 regarding the regulatory framework for advertising structures within Federal Road reserves.

Under the new policy, the Cabinet has agreed that approval authority for advertising structures within Federal Road reserves falls under the full jurisdiction of the Minister of Works, in accordance with Section 85A of the Road Transport Act 1987 [Act 333].

Following this decision, approvals for advertising structures within Federal Road reserves are no longer subject to Development Planning Permission from local authorities, including licensing and visual advertising matters. However, KKR clarified that advertising structures located outside Federal Road reserves will remain under the jurisdiction of respective local authorities.

The Ministry said the engagement session was crucial in ensuring uniform implementation of the policy at district level across the country, while also improving administrative efficiency and reducing bureaucratic processes.

KKR added that the move is expected to streamline approval procedures while ensuring road safety and maintaining visual aesthetics along Federal Road reserves are preserved nationwide.- The Capital Post
