Malaysia to Introduce ‘Traveller Scheme’ to Strengthen Social Protection for Overseas Workers

Johor Bahru, 22 June 2026 (The Capital Post) – The Ministry of Human Resources (KESUMA) is expected to table the proposed “Skim Pengembara” (Traveller Scheme) to the Cabinet in the near future before presenting it in Parliament, as part of ongoing national social protection reforms.

According to a post on the official Facebook page of Kementerian Sumber Manusia  during the LINDUNG Kerjaya MADANI Carnival under the PERKESO LINDUNG Jelajah programme held at the Kempas State Assembly Hall, Johor Bahru, the initiative was highlighted by Human Resources Minister Ramanan Ramakrishnan.

KESUMA said the Traveller Scheme is designed to close gaps in social protection coverage for Malaysians working abroad, particularly the estimated 480,000 Malaysians who commute daily between Johor and Singapore for employment purposes.

The initiative will be implemented through an expanded social protection framework under Act 789, or the LINDUNG Kendiri scheme, allowing eligible individuals to access various social security benefits provided by the Social Security Organisation, PERKESO.

During the same event, the minister also shared encouraging labour market performance in Johor, which recorded an unemployment rate of 2.4 per cent, lower than the national average of 2.9 per cent. The state’s Labour Force Participation Rate stood at 71.6 per cent, also exceeding the national rate of 70.9 per cent.

He further noted that the MYFutureJobs portal continues to play a key role in strengthening Malaysia’s employment ecosystem. In the first six months of 2026 alone, 66,661 job vacancies were advertised in Johor, while 161,893 individuals were successfully placed into employment through the platform.

The LINDUNG Kerjaya MADANI Carnival brought together 20 employers offering more than 2,000 job opportunities, including high-skilled positions with salaries of up to RM16,000 per month. The programme also provided career counselling, skills profiling and career development guidance for job seekers.- The Capital Post
