RoS Chief Refutes Abuse-of-Power Allegations in MIPP Investigation

PETALING JAYA: Registrar of Societies (RoS) director-general Zulfikar Ahmad has dismissed accusations that he abused his authority in relation to the RoS investigation into alleged irregularities within the Malaysian Indian People’s Party (MIPP).

Zulfikar rejected claims that he had acted arbitrarily, stating that all actions taken by the RoS were based on investigations conducted and supported by relevant evidence submitted to the department.

He also stressed that internal disputes within the party should be settled by its own leadership, adding that the RoS does not interfere in the internal management of political parties.

The controversy arose after MIPP founder S Santharasekaran lodged a report with the Malaysian Anti-Corruption Commission (MACC), alleging abuse of power by Zulfikar. Santharasekaran claimed that contradictory letters issued by the RoS reflected arbitrary administrative decisions that conflicted with earlier findings from its probe into the party.

He pointed to a RoS letter dated Dec 5, 2025, which identified several breaches of the party’s constitution by its current leadership. Among the alleged violations were the failure to channel fundraising proceeds through the party’s official bank account, the involvement of non-members in party activities, and the purported unlawful exemption of membership fees for new members.

However, Santharasekaran noted that subsequent letters dated Jan 19 and Jan 23 made no reference to these earlier findings. He argued that the later correspondence appeared to suggest the issues had been resolved, despite there being no documented evidence of corrective action.

He has since called on the MACC to investigate whether any abuse of power or elements of bribery — financial or otherwise — were involved in the issuance of the January letters.
