12MP – Action plans, policies to enhance national security, defence

KUALA LUMPUR: The government will formulate several action plans and policies to boost defence and national security as well as to preserve the nation’s sovereignty under the 12th Malaysia Plan (12MP).

The 12MP report said the government would develop a national action plan to protect the country from any form of violent extremism.

This national action plan, the report said, would serve as a guide for security and enforcement agencies to carry out rapid responses against terrorism and extremism threats.

“Networking and information sharing with relevant domestic and foreign agencies as well as telecommunication companies will be strengthened in countering terrorism movements.

“In curbing radicalism, awareness and deradicalisation programmes involving relevant agencies will be enhanced,” the report said.

The involvement of security and enforcement agencies will be intensified particularly between the armed forces and police, in curbing cybercrime threats such as the Macau scam, e-commerce fraud and online gambling.

“Cooperation through bilateral and multilateral arrangements will also be fortified in addressing cross-border cybercrime,” the report added.

The government will also undertake a more holistic approach to ensure fair and just treatment in the efforts to curb human trafficking crimes.

“In line with the United Nations Convention against Transnational Organised Crime (Palermo Protocol), this approach will cover prevention and prosecution of trafficking in persons as well as protection of victims.

“Comprehensive indicators will be developed to help with identifying victims and reporting human trafficking activities,” said the report.

Within the next five years, the government will also enhance agencies’ capabilities in rendering emergency services.

This, the report said, would be done through upgrading facilities and assets belonging to the respective security and enforcement agencies.

“Voluntary participation by local communities in the Civil Defence Emergency Response Team – Community (CDERT-C) will be encouraged by promoting awareness on the importance of volunteerism,” it said. -NST
